Another club in our area has asked if I could set up an FTH page for them. Is it possible for me to do this, or does it need to be done by a member of their club?

I think it should be possible. The website will need to be approved by a member of the club - the person who is listed on TI find-a-club. If that's not up to date, get the club to fix that first.

There's no requirement for the admin to be a member of the club, so that won't be a problem.

You can absolutely do that. In fact, that is why there is a separate admin login and the admin does not have to be a member of the club. This scenario is more common than you might think. There are a number of clubs that share admins.

The only catch you might run into is making sure the right person is aware to approve the website request... Check the contact email address on the Find A Club page for the club and make sure the person who has that address will approve the website request.

Whoever's email address is put into the request form is the person set up as the initial admin. So.... you do the request form and the club contact does the approval of the website request. This proves the request is authorized by the club.
