All you need to do is "rename" your file, via the File Manager, with a folder name and a colon, in front of the file name. The Downloads area will show these "subfolders" as you named them.

Please review the documents carefully before you proceed:

The instructions are not resulting in the creation of a folder. Instead, the filename changes to have my folder name prefix and a colon. Example: Foldername: Filename

Any suggestions?

Update, the file management from the admin console does not display the folder icon. But, the users menu file management web page does display the folder and folder contents correctly.

Very confusing to learn.
