A good way to position images is to place them in a table. The table icon is next to the image icon in the editor. Select the table configuration there.

Thanks to Pam for suggesting a possibly simpler idea of placing/spacing multiple photos within table. (As a first time administrator, I followed the directions to which Brian had referred when I changed the officer photo then added two trophy photos at the bottom on the home page, but later I tried another way ('copy-and-paste' rather than resizing and uploading photos into a cache).

When I added a PR photo of an event to a new page, I used the 'copy and paste' method. (After opening the photo with Windows Office Picture Manager from my PC, and optionally cropping it, I then 'copied-and-pasted' the image directly on my webpage (under its caption), and then resized it smaller by dragging the corners closer together - the same method I do use when pasting and resizing into a Word doc.) Simpler, but then I began to worry that maybe the photo even while looking smaller was taking up too much storage space. Please advise if this is an OK method, or if large images, even after resizing, take up too much space.

Don't worry about storage space... let us handle that.

What you should be more concerned with regarding larger images is the load speed of your webpage.

Larger images take longer for your browser to render, especially if your browser has to scale the bitmapped image down to fit a smaller size.

When you upload a large image, our upload code does do an optimization step to reduce the image size to fit 650px wide, which is the current max width of the user content area of the screen. However, if you are forcing the image to fit in a smaller width, then yeah, you will probably incur some rendering lag from browser scaling.of the image.

In conclusion, there is something to be said for having your images have just the number of pixels needed for the size you intend to display them at. If they are exact, then you eliminate the browser scaling step, which will make your page load faster.
