I have at least 2 users who are following the correct procedures and cannot get logged in.
They hace tried blank passwords, received the reset link.
Gone to that link, entered their new passwords and have received the "cookies need to be enabled" message.
They have checked and cookies ARE enabled.

In trying to sort this out I tried to login as admjn, had forgotten my password so went through the same routine.
I too got that message and my cookies ARE enabled.
I managed to get past that by ignoring the message, but my members cannot.

I'm not sure if this will work for your members, but it worked some time ago for someone in my club who had a similar problem the first time she tried to access our club site. She disabled cookies and saved the changes, then enabled them again. Everything has been fine since then.
