Hi,

How the club officers can "reply to all" when a web master sent an email addressed to the officers mailing list?
This would allow all officers to see each other's replies, and not all the replies would be received only by the web master.

Also, can other officers use (have the system permission, would system allow them to do it) the officers - mailing list?

To have all officers and sender receive responses to an email, the setting for “Recipient of replies to officer email list emails” should be set to “All Officers & Sender”. Make sure your officers know what the setting is if you change it. Just pressing reply will actually reply to all in the group.

Other members can send emails to the officer mailing list. Only officers will receive the emails sent to officers

It sounds as though you might need to create a Custom Group of the specific Members and Officers you want for your purpose, and set up the recipients of replies to emails to custom groups appropriately.
