I have a question about members who did not renew their membership.
I had an e-mail from a former club officer. He did not renew his membership.
I went in to the admin console.
I went into membership management
I moved the person to the Former member list.

-- So far, so good.

Now my question.

Does this action prevent the person from logging into the system?
Will this prevent them from receiving e-mail to the "all members"?
Am I forgetting to ask you any other questions?

Yes, yes, and yes... It also retains the person's role history (in agendas) if your club uses that functionality and the person rejoins the club. That is why we tell clubs to use Former Members instead of deleting past members.
