Shouldn't the Club President be able to edit all agendas by default?

Not at all, the VP Education is in charge of the Agenda and Education Program.

We allow clubs that add additional officers up to 3 for most of the different FTH applications.

The Chair / President do have editing ability after they are assigned on the agenda.

Is there a global setting that can be set so the President can edit all agendas.
This is for backup purposes. We can use the admin account, but would rather not.
