Access Settings & Recognition & Points.

The Recognition & Points module only appears on the Admin Console. "Recognition & Points" is not listed as assignable in the  Access Settings module.

The documentation "Your recognition badges" ( https://docs.toastmastersclubs.org/doc/item/my-recognition-badges/ ) (at the bottom of the page) says:
"Don't see any badges? Your club Admin or VP Education controls whether badges are displayed, on the Recognition & Points page. If badges are hidden for your whole club, ask them to turn them on."

But the VPE does not have access to "Recognition & Points" and the module cannot be assigned to the VPE with Access Settings.
