I Can't Add New Members

Hi everyone, 

I have a similar issue. I have added the new memebr via quick add and member button and they have still not recieved an inivtation email to opt in. 
This instruction here :https://docs.toastmastersclubs.org/doc/item/adding-members/ says the added members will be sitting under "pending" I can't see that anywhere.
