Opt-in issue

My experience is when I add a prospect, an opt-in message is sent, but when I transfer a member from Prospect to Member no opt-in message is sent. This seems like an issue needing to be addressed and corrected.

If a person opts-in as a prospect they do not need to opt-in again as a member.

We would need to know the persons name to check the logs,
