Yes, the Access Settings feature lets the admin adjust which officers have access to various tools. Each feature can assign access for up to three officers, and sometimes four.

It's easy enough to do this outside of FTH, emailing members directly and storing docs in a cloud drive somewhere.

I realize the email archive might not totally solve your problem - sender needs access to it to confirm - but it's better than nothing.
