I entered a new member for Twilight Toastmasters Club 1166333 incorrectly and she did not receive the opt in notice. I have corrected her email address in Membership Management. Will she receive a new Opt In notice?

Not unless you deleted the person and re-added them--a change will not trigger a re-send. What you should do is use the Re-send Opt-in Email tool from the Membership Tools drop-down to re-send the opt-in email.
