Tracking Dues of Those Who Will Not Renew

Please make the duespaid and duesnotpaid email lists a tri-state value instead of a binary value. There are currently three different states when collecting dues:
* People that have paid
* People that may pay
* People that have indicated they will not pay

I have been marking people who will not pay as "noemail", but this keeps me from using the duespaid list.

This was initially mentioned in this thread: support.toastmastersclubs.org/2011-10-23...ues-management#58408

Thx!

"Tri-state" is not entirely correct from the standpoint of design since it does not account for the various ways people pay.

Running out of space for radio buttons... also need a Credit-Card radio button for clubs that use Square, Clover, or similar (no PayPal)

Probably need a Dues module redesign. HTML emails, redo the radio button stuff (maybe select drop downs), etc.

I also would like to add an automated PayPal web page generator.

When I think of dues, I come up with paid, not paid, don't bother. (And for those that want to track payment type, a list of how the dues were paid. Other methods of payment type to consider are self paid (officer paid for themselves on club central) and no dues (for past international presidents, as their dues are comped in perpetuity).

I can be a sounding board for any of the ideas you come up with.

If you do a redesign, here is another thought (likely not that common though): One of our members gets a reimbursement from work and wanted a yearly bill instead of a semi-annual. Changing the amount and checkbox wasn't bad, but trying to send out just one dues notice was. (I switched everyone to noemail and sent the invoice and then switched them back, except for the ones that really were using the noemail.)
