Dues Renewal Invoice e-mail ignores DATE LOCALE settings

This one is really subtle!  Locale settings have Preferred Long Date Format as DD Mmmm YYYY (screen shot 1), and Dues Renewal Invoice preview adheres to that (screen shot 2), but the e-mail that gets generated and sent uses its own YYYY-MM-DD format, which in not one of the date formats set on the Basic Settings tab in the Locale Settings section.

Moved to improvement suggestions. 

When you realize that the current invoice email could be probably just as easily (if not easier) accomplished with an email template and Send Basic Email (simpler and more flexible), then you can probably appreciate why I think the current invoice email implementation is a bit antiquated and silly.   All the current invoice email implementation really buys us is the ability to tie the email recipients to the dues paid status.

Email templates are a better approach IMHO.  All of the current invoice "fill-ins" could just be saved as part of an email template.
