Steve, we have a similar, yet different "Other Officer" inquiry.  During executive transition, (between the May elections and end of June), some roles with website access are essentially shared for training purposes. 

Being able to indentify an "Other Officer" and grant them various admin rights would work for everything to the incoming VP Ed learning about the agenda tools, the incoming VP Membership working through the member portal, to having an "assistant site admin".

Having an "Other Officer" role that can be assigned (and easily changed), would also allow temporary assignment of various access rights without removing them from any of the serving officers.
