So can I add the numbers to folder names? Like BET MONTHLY 2013 and another folder BET MONTHLY 2014? :)

yes you can add 2013 or 2014 to the names. It looks like they are sorting correctly now.

If you need the 00 and 0, by all means use them.

I am not sure why the changes would not hold for you.
