Each website contains this statement:

"The information on this website is for the sole use of Toastmasters' members, for Toastmasters business only. It is not to be used for solicitation and distribution of non-Toastmasters material or information."

You will need to tell the member that it is against Toastmasters International policy to use the member email list for personal purposes and could be subject to removal from Toastmasters, but that is a club decision to start the process.

One way to prevent him from sending emails is to remove his email address, but then he would also not receive emails.
