We are having the same issue for Club #6222 - here is a copy of one of the many bounces:
Your message to (xxx@state.or.us in members@civiltongues.us) had the following error and was not delivered (0 retries):
Can't send data

I did receive a message from Brian, several days ago, that this issue had been fixed. Looks like the problem has resurfaced. :(

I received reports from members that they could not send email or a string of duplicate mails were sent.

I am also getting when I send to members-2695@toastmastersclubs.org and officers-2695@toastmastersclubs.org. It seems to bleed out the error messages over time several minutes between each one. One message I sent had an attached word doc and another was just a forwarded email. I am setup as HTML email.

I was able to send another email last week without any problem.
