Yes, by design, only officers and the administrator can upload files. All members can view/download files.

In your Admin Console, under Access Settings, you can specify which 3 officers can upload files into the Member Download Area with the File Manager access.

(You will need to specify which members are officers in the Membership Management area, of course.)

The officers who are given permissions will have a File Manager link in the left navigation panel. They do not need to be logged in as admin. Their regular member login will be able to upload files from the File Manager link.
