Enabling the Agenda Features

I want to start using the Agenda feature on FreeToastHost 2. The "Create Agenda" link does not appear in the Members Only menu. It is as if the feature is turned off. My predecessors would have turned the Agenda feature off if they could.

I am VPE. I have logged on as Administrator. I have edited an agenda template. I have updated Access so that President, VPE, and VPM can create and edit agendas. I still do not see the Create Agenda link of the Agenda buttons that I think are supposed to be at the top of the Members Only menu. The link to edit agenda templates and settings does appear, and works fine.

The most recent meeting shown in FreeToastHost is in 2015.

This is for Club 1 (Smedley Chapter One, founded 1924). Feel free to look at settings for that club.

What am I missing?
