Error loading FreeToastHost websites only, not other internet sites

Sorry for the inconvenience, but one of our officers in CA can't load any clubs' FreeToastHost websites even though he can load other company websites fine on Opera, Chrome, and Microsoft Edge, etc.  In addition, our other officers in NY and Canada have no issues loading the same FreeToastHost websites (e.g., bit.ly/nl-tm, bit.ly/vp-tm) on the same browsers at the same time.  

I've attached the error where it shows the site can't be reached and neurodiverse.toastmastersclubs.org took too long to respond only on his computer for multiple browsers without issues accessing other websites.  Can you advise the settings required since he was able to log in 35 days ago to bit.ly/nl-tm, but  keeps getting this error now when he tries to log into FreeToastHost as our Secretary?

Are they using a VPN?  That tends to cause problems.
