Not quite correct - members can only update their speech information for future agendas, not for historical agendas. Only the VPE (or officers with agenda edit rights) and the admin can edit historical agendas, including speech details

That explains why updating information of past speeches was available to me -- I am currently the President (a designated backup officer for agenda management) but I still cannot update other members' speech information.

Ask your admin to grant you (President) access to "Create/Edit New Agendas" - That should allow you to edit past speeches for all members.

David is the admin. I changed that setting for him last night to expedite this.
