I have reached out to the two other Officers (I am VP Membership) and two of the deleted members to see if they can shed some light on this.

I have confirmed no one else accessed the website to make any changes. They actually don't know how to, I just allowed them access as a courtesy. I am going to remove their access for the future. Meanwhile, something went wrong. Would it be possible to include this type of activity - deleting a member entirely - in what triggers emails to the administrator?

Someone deleted the members more than 30 days ago. Nothing we can do.
Every Delete has an are you sure prompt so the delete was on purpose.
Member deletes are kept on file for 30 days so they can be un-deleted.

Another possibility is that the people were actually moved to Former Members, then an email was sent to them and they clicked the Unsubscribe Link. We are no longer retaining information for the unsubscribed case... no undelete is possible for those who have unsubscribed. (So they would appear to have vanished.)

This is a case where having an audit trail might actually cause a dilemma re with our commitment to comply with the GDPR regs.

No - I am the one who does the moving. without saving the deletes, can't you trigger an alert to the web administrator about the activity? At least there would be some awareness so a conversation can take place. These were all current members, some of whom continued to attend meetings up until their dues ran out. Corey Ender is an example of this.
