Unable to generate Opt in email to returning member was created by jhillspeaks

Greetings,
Over the past month I have been attempting to send an "opt in" to FTH email to a returning member to no avail. She is simply not receiving it. I tried to send a test email to myself and I also have not received the opt in email. I would like to request assistance with this issue.
