I would like to load an excel (.xls) document such that clicking on the link directly shows it - using whatever app is registered in the users system - or perhaps the browser's question about downloading or showing.

I can, and have loaded the file to the file manager and copied the link so that the file is downloaded. I see in the URL an action=down part - are there other action=xxxx settings

None that I am documenting at this time. Viewing an excel file will require having MS Excel or a viewer widget available in the browser. That is not guaranteed.

I would recommend loading the excel file to Google Drive and then you can embed the spreadsheet using an iframe in a web page for viewing. You can even make the spreadsheet read only by publishing it.
