I'd like to include a link for non-members to email our VP Membership with a request to join the club and I'd like the mailto: link to open with a Subject and some Body text . This is the html5 tag as I'm trying to use it but it is not putting the Subject into the Subject bar or the Body text into the Body.
<a href="mailto:vpm-5204@toastmastersclubs.org?subject=New-Member-Request&body=Please-include-the-following-information">email our VP Membership
Do I need to include some special character encoding to make this work?

Mailto's are notoriously problematic. This is why I do not rely strictly on them for response links in the agenda emails.

You do need to encode the subject and body.

Try the following and see if it helps: rumkin.com/tools/mailto_encoder/custom.php

Thank you for the tip, the mailto: html-autogenerate site link you included is very cool. However, I've tried messing around with it and have not been able to include either a subject or body text using the website email client included with FTH when sending emails to our club officers with a mailto: link. Using android or ios or gmail the subject and body text appear correctly. Can the website email client included with the FTH site be updated? Alternatively, is there a way to remove the website client as an option when mailto: is called? Not in a hurry, but this can have a positive impact on our new membership sign ups if it is resolved. You guys rock, thank you.

It worked! Yippe Kai Yay, the rumkin tools mailto: href generator did the trick. It looks like it just replaced all the spaces, the commas, and the ampersands with escape characters (so "?subject=New Member Request&" became "?subject=New%20Member%20Request& amp;" for the subject line).
