Just to be even more clear, I've included screen shots from the admin module for the Contact Us form and the form as it appears to a guest. The Closing phrase doesn't appear on the form. The result is the same on several browsers on my Mac (Safari, Firefox and Chrome), Windows 10 Explorer and iPad (Safari, Firefox and Chrome).

Ok, you are misunderstanding how this works.
The closing message appears after you click the Submit button. It shows up at the top of the form in addition to the TI logo. So... you are thinking it should show on the form... there is no room for that and it has never appeared there anyway. Regards,
