Our newest member Luis Flores received several copies of the same email. They started shortly after a second Opt-In email was sent (the first went to his spam folder so he changed emails) at 3:37 yesterday and he Agreed to receive emails at 5:09. He received two confirmations at 5:10 pm, then one at 5:23pm, and another one at 12:20am this morning.

I could send the Header info if that would help. This is for 1670.

It looks like the new member is clicking the accept link over and over.

Is he using that link to access your website now?

Hmmm. Well, I talked with him today and he created a login and we went through the basics, so hopefully he's all set.

That explains it. Occam's Razor: the simplest answer is usually the case.
