Is there a page in the support documents that speaks about how to use the anchor?

Specifically I'd like to link from one page to a specific area (anchor) in another page. I put an anchor in the VPPR section of this page: d40.toastmastersdistricts.org/clubresources.html

When I link to d40.toastmastersdistricts.org/clubresources.html#vppr the link takes me to the top of the page and not to the anchor in the VPPR section.

I've been doing trial-and-error to make this (unsuccessfully) work. Perhaps there is documentation I haven't yet found?

Anchor for webpages is an HTML term. You can find references to it using google.
