For some reason, the first occurrence of the "Send comments" entry has a drop-down that shouldn't be there according to the options selected (none of them have "This is a role for which members can sign up" selected. Why does the first one allow this? I've tried deleting and recreating the entry, but I get the same result.

Because the system allows for the VPE or other agenda editor to *assign* people to roles in addition to a member signing up for a role. For instance, you may have an explicit role in the agenda for the Sargent at Arms to start the meeting. This would not typically be a role that a member would sign up for, but the member who is the SAA could be assigned to the role in an agenda template. This just facilitates that. The second instance is just presumed to be another occurrence of the same role, so no 2nd assignment drop-down needed.
