I'm experiencing the same with my club as well:
521.toastmastersclubs.org Software error:Cannot connect to MySQL database. Error=[Too many connections]
at /var/www/cgi-bin/dbi_db.pl line 66.
For help, please send mail to the webmaster (This email address is being protected from spambots. The error message Error=[Too many connections] ... might mean the tech stack is good, but MySQL is not able to handle the load after being down overnight. Too many "refreshes" may be?
