We have a Mentoring Program Coordinator who is identified in FTH with the role "Other Officer". When we use the email address This email address is being protected from spambots. You need JavaScript enabled to view it., will he be included on distribution for those emails?

Yes.  That is the main reason for having the "Other Officer" option.
Useful for Club Coach, Club Liaison and other "custom" officers if you want them included in officer correspondence
