When created a non-functionary agenda entry, I am NOT selecting the "This is a role for which members can sign up" option because this is a meeting transitional entry that needs to appear on the printed agenda, but would not have a member assigned to it. As such, I would expect that the name pick list field would NOT be made visible for the agenda entry in edit mode, however, that's not the case. Having the name picker field displayed when the role is not designed for a member signup is creating much confusion with our non-techie Toastmasters in managing the agenda. They keep selecting names and think they have roles to fill when in fact they do not. We need an agenda solution that displays the name picker ONLY when the "This is a role for which members can sign up" option is checked. We've tried including the tip in our cheat sheet that agenda entries that do not display the person icon to the right of the description do not need to have a name assigned, but it's not intuitive when you're a non-techie, newbie Toastmaster working with FTH agendas for the first time. "Fixing this" as you request would break a lot of agendas that depend on the way it currently works.
