Here is what is happening:
Upload a file named Test.txt for this example.
Save and close the admin console. (May not be necessary, but included for completeness and to simulate the passing of time.)
Reopen File Manager, change the name to Text_Old.txt
Save and close the admin console.
Reopen File Manager, upload Test.txt again.

Expected Result: Two files; Test_Old.txt with the previous data and Test.txt with the new data and in the file list.
Actual Result: Test.txt is only shown as Test_Old.txt, the upload overwrites this file and the data is lost. Test_Old.txt is now the new file.

This is very confusing for the average user and is not what is expected given the UI seems to support renaming but does not. (Yes, I spent some time trying to figure out what was happening to my files.)

Suggestion: When the file is renamed in the UI, rename the underlying file. (Warn the user about broken links with file renames.) Alternative, provide a direct rename function.
