The manual says the timing is 3-5 minutes for speech and 2-3 minutes for Q&A in contrast to what is in the agenda selection list.

I can see why there would be confusion. If the manual was revised, perhaps the list could be wider to allow for a date of the manual. Of course all of this will be moot in a few months, right?

The existing manuals are valid until June 2020. We will not be changing anything on the old manuals until then.
