I granted the Grammarian / Ah-Counter role the permission to edit the agenda, so that the meeting Grammarian could scan and upload/attach the Ah-Counter worksheet after the meeting.

This worked fine as the person is experienced with the website, but sometimes Grammarian is taken by a recent member with little experience in using the tools.  I notice that to perform the upload/attach action, a person allowed edit rights does not need to first click the pencil icon that would take them into agenda-editing mode.

Would it be possible to create a separate meeting-role permission checkbox that allows that role to upload/attach without having to grant the role the permission to fully edit the agenda?

While I can see that this might benefit your club, I am not sure the benefits outweigh the costs for the majority of clubs.  In particular, it would break functioning for clubs that just rely on there being one setting.  

As I generally tend to go for enhancements that I think will have benefits for the majority of clubs, I would need more convincing about this one and I would need other clubs to chime in with support for it.
