We have "role changeover" blocks on our agenda that are strictly for time adjustments. I have them set to not appear on the printed agenda and not show in role history reports. But the roles are showing up on the emailed agenda. I'd like the ability to exclude a role from the emailed agenda.

Ok, that is a possibility.  However, I need more examples to see the use case and the benefits.

Attached is a screenshot of what the email looks like when it comes to members. You can see all of the role change overs really should not be there.

Ok, I get it.  Let me think about this.  I am not really focused on agenda updates at the moment, so any updates will not be in the short term.
