I successfully sent email to our members on Friday night, and I see that our VPE successfully sent an updated agenda to our members this morning, so evidently something happened today to cause this problem. The error says:

Neither Dean nor David were able to attend the district conference this
weekend, so I carried the voting proxies for our club.

District 29 Realignment & Elections

The district council voted to realign our district into six divisions. (We
are currently aligned into five divisions.) As of July 1, when the new
alignment takes effect, Culpeper Toastmasters will be in Division F, Area
65. Our Division F Governor will be Barbara Owens, ACB/ALB, also
affectionately known as "the lady in the hat". J

Area governors will be appointed by the incoming District 29 Governor, so we
don't know yet who our area governor will be for 2013-2014. I've heard that
two members of the Gainesville Professional Speakers (GPS) club want to
serve as our area governor, so it will probably be one of them. The other
clubs in Area 65 will remain the same three: GPS, Northern Piedmont
Toastmasters in Warrenton, and Shenandoah Royal Orators in Front Royal.

The incoming "top three" district officers elected by the district council
will take office on July 1. They are:

1. District 29 Governor - Elect
Juliette Brown, ATMS

2. District 29 Lt. Governor Education and Training - Elect Mahesh
Patil, ACS/ALB

3. District 29 Lt. Governor Marketing - Elect
Lovely Lall, DTM

Dues Are Due March 15, 2013 Award

Thanks to those of you who paid your renewal dues early, our club was
honored at the Hall of Fame with this award. There's a small trophy, which
I'll bring to our meeting this week. We also received two $25 gift
certificates, for a total of $50, which we can use at any District 29
Bookstore to purchase Toastmasters supplies for our club. The next
opportunity to purchase supplies at the D29 Bookstore will be at the D29
Summer Toastmasters Leadership Institute (TLI) officer training programs.
These TLIs were announced at the district conference, and they're scheduled
as follows:

June 22 Fairfax County Government Center, near US-29 and
IH-66 in Fairfax

July 27 Prince William County Government Center, about
halfway between Manassas and IH-95 off PWC Parkway

August 10 Verizon Training Center, north of Dulles Airport in
Ashburn

All of these D29 TLIs are on Saturdays, with the plenary session at 8:45 AM,
core officer training from 9:00 AM to 11:00 AM, followed by electives from
11:00 AM to Noon. These are free training sessions open to all
Toastmasters, but incoming club officers who will take office on July 1st
are especially encouraged to attend. Having four or more of our club
officers trained at a June-August Summer TLI, then also having four or more
of our club officers trained at a December-February Winter TLI, together
satisfies Goal 9 in the Distinguished Club Program.

I've spoken to our incoming Division F Governor, Barbara Owens, about
hosting a Division F "Summer Makeup TLI" in Warrenton, and she's supportive
of that idea. If it happens, it will be core officer training only - no
electives, no district bookstore. Whether it happens will depend on whether
we can book the facility for a suitable date and then recruit enough
sufficiently experienced Toastmasters to serve as trainers on that date.

Probably, spam has been sent via that Yahoo! mail server and therefore it has been blocked.

According to spamcop:

If there are no reports of ongoing objectionable email from this system it will be delisted automatically in approximately 23 hours.

Not that it's much consolation, but I've run into this problem myself, because my ISP contracts its mail service to Yahoo! It was one of the reasons I decided to move my email elsewhere.
