I'm a Division Gov - D33 Div B. I have two websites belonging to to two failing clubs. The numbers are #800498 and 1810140. I need to get into these sites to update them and get them going. How?

You can ask the club to give you access.

You should have the person who is going to be the site admin submit a change request.
