Dear Free ToastHost
I would welcome advice on how I can have our Club Newsletters appear under the public heading 'Club Newsletters'.
I have successfully loaded one document, however, it appears to be under the Heading - "Public Downloads" . Your advise is most welcome.

You only have 4 options to choose from: Public (anyone can open), Members Only (only members can open), Officers Only, or Unlisted (you must know the link to access).

There is no Heading called 'Club Newsletters', but you can create a page like you have with links to all of the Newsletters in the File Manager. You can also put all of the Newsletters in a Folder by naming them Newsletters: Gourmet_1401, Newsletters: Gourmet_1402, etc. The key thing in the folders is the space after the :

You can create a custom page and put links to the newsletter files in the file manager on the page.
