The File Manager in the Admin Console correctly shows private files with a locked icon and public files with an unlocked icon. The behavior has changed, but has not been completely fixed.

Now the Public Downloads correctly only displays files that have been unlocked.

However, I cannot unlock additional files to make them Public.
In the File Manager, click lock icon to unlock, click save, click close. But they still do not appear in Public downloads. And going back to the File Manager again, they have somehow become locked again.
