I'm missing something still.... from the attached image / page...

your prior step-by-step was:

To create a named template from a dated agenda,
• select the agenda,
• select the pencil icon, (the only available pencil icon is alongside the Sgt at Arms role)
• go to the agenda setup tab (I see NO agenda setup tab in this frame)
• and save the agenda item as a template.
• You can choose to add a new template or overwrite an existing template (this is my preference but have been unable to do it. )

The ONLY people who have access to modify an existing Agenda is Site Admin, VP Education, President / Chair, Toastmaster of the Day.

The Only People who can create a Dated Agenda are the Site Admin and Vp Education.

Bill,

You are working in the agenda templates module, not the dated agendas module. Exit the admin console, and load the agendas page, load an agenda, then click the pencil.

You are getting confused bettween the dated agendas and the named templates.
