What is the best way to give members who are not holding an officer role access to functions like customizing/creating site pages or member management. etc. Currently it appears that only the officers can be assigned to those roles .

The other officer role doesn't appear to be an option to which I can assign a role. I tried making them Immediate past but then they get the officer e-mails. I thought maybe I was missing an option to give a member access to edit web pages or agendas without giving them being an officer or giving them full admin rights. We have members on our officer committees who need to do specific tasks like upload our newsletter but I am only seeing officer roles to assign to those functions.

Roles on the agenda can be given update access. Most club give the Toastmaster of the Day update access.

What you want to do is not possible, it is one of the 7 officers that can be delegated various site admin roles. Your other choice is to share the admin password.
