Current VPPR needs to resign during his term, and the club needs to recruit his replacement.
Are there any required process to fill in vacant role like VPPR?

The Club Leadership Handbook explains details about the annual nomination, but very littel about the "Vacancies" (P.57) as follows:
"Any vacancy in office, except for the immediate past club president, must be filled by a special election held at the next meeting following the announcement of the vacancy."
I cannot tell what "a special election" means.
Is it OK to make a candidate list (volunteers from members and/or recommendations by members), and ask members if candidates are OK to take this role?
Or is it OK for Officers to select the successor within their Officers Meeting?
