I was trying to remove some active members and add them to former members and they are gone! Disappeared. Deleted. I'm not sure what happened, but they are no longer there. There are five members missing. Do members have the ability to remove themselves from the website completely? And, if so, can this trigger an email to the designated Web Administrator (or who ever is cc:ed on changes) so we know right away?

I did not try to remove them, I was trying to MOVE them but they were gone! So, someone must have REmoved them. That is what is so confusing. I tried to do this today as it is the first day of the new Toastmasters six-month cycle, so today is when I made this discovery. Can't say for sure what day they were removed because I don't reconcile names against TI membership on a regular basis.
Their names are:
7115973 Casey Dytko
7115987 Charles Keintz IV
7116009 Corey J. Sara Kun
7116010 Cory A. Ender
7116023 Ryan Edward Dytko

The members had to be either deleted more than 30 days ago or they were moved to Former Members and then requested to be unsubscribed.

No audit trail? I am the only one who accesses the Website with administrator rights, and I did not remove them. This is why I am concerned. Either way, is there a way the Web Administrator can be emailed with either of these events take place? At least it might hone in on when and how this happens.

You need to check your website Access Settings.

For Membership access, you have President, VPE, and VPM set to access the Membership Module. Any of those people could have deleted the members, and you should follow-up with them. If you do not want them to be able to remove members from the Membership Module, you need to update the Access Settings.

I have reached out to the two other Officers (I am VP Membership) and two of the deleted members to see if they can shed some light on this.

I have confirmed no one else accessed the website to make any changes. They actually don't know how to, I just allowed them access as a courtesy. I am going to remove their access for the future. Meanwhile, something went wrong. Would it be possible to include this type of activity - deleting a member entirely - in what triggers emails to the administrator?

Someone deleted the members more than 30 days ago. Nothing we can do.
Every Delete has an are you sure prompt so the delete was on purpose.
Member deletes are kept on file for 30 days so they can be un-deleted.

Another possibility is that the people were actually moved to Former Members, then an email was sent to them and they clicked the Unsubscribe Link. We are no longer retaining information for the unsubscribed case... no undelete is possible for those who have unsubscribed. (So they would appear to have vanished.)

This is a case where having an audit trail might actually cause a dilemma re with our commitment to comply with the GDPR regs.

No - I am the one who does the moving. without saving the deletes, can't you trigger an alert to the web administrator about the activity? At least there would be some awareness so a conversation can take place. These were all current members, some of whom continued to attend meetings up until their dues ran out. Corey Ender is an example of this.
