I have a few questions regarding website capabilities.

Is it possible to create layers over a background (or custom page) picture? This would be used to create a picture as background on the home or custom page, with an overlay of text or other objects such as sliders or small pictures.

Is it possible to animate a/the background image on the home page or custom pages?

Is it possible to download the "plug-Ins" from CKEdit, to use with home and custom pages (without creating an alternative/custom website)? Examples would be a native slider object (widget), various animation and media objects, and/or custom layered content including live objects, pop-ups, and banners, etc.

My question to you would be, who would support this if added to the system and who would support it on your club website when you leave?

We are volunteers and create a tool that can be used and supported by club members with a very basic understanding of the web.
