The instructions to use the CKEditor are telling me to install the ckeditor4 files to the ckeditor4 directory at the root of the website. How do I do that?

I'm trying to edit the sections below the "Who are we?" section and I cannot figure out how to use the editor on those sections. I have combed through the documentation and haven't found any answers. Are these sections editable?
