New member was no able to respond to yopur first Opt-in message because the opt-in program automatically deleted his information from our membership list after the first issuance..  No one outside of a club administrator should be able to delete a members information.

Incorrect the privacy laws state differently.
You can always re-add or resend the opt-in email.

Actually, a lot.   Government privacy laws do address data retention of personal information--a person's contact information is personal information.  In line with that, it is our intention that personal information not be retained any longer than is necessary.   We are not going to retain the personal information of a person indefinitely that has not opted into the system.  Until they opt in, their information is personal information that we are retaining that has no function.  It does not matter that they are recognized as a "member" by Toastmasters--Toastmasters does not own, maintain, or direct FreeToastHost, so they are not a "member" to FreeToastHost until they opt in.

You do not have to like our opt-in policies.  However, as the developer and maintainer of a system that has global reach and must adhere to global norms, we do have to make some decisions for the sake of the overall system viability that may not be popular with some users.
