I added a new member to my club in free toast host, but he is not receiving the email with the opt-in link.  I've received the scrubbed copy of the email, but he is not, nor is it in his spam folder.  How do I proceed to get him on my club website?  Three others were added without a problem in the last week.

Tell the new member to check his spam folder in his email.  Also, you can send another opt-in email using the Resend ... option in the drop-down menu in Membership Management.

The new member checked his spam folder with no luck. I resent the opt-in email using your suggestion, still nothing. What else can we try? Could his email address be the problem? The normal member add sequence has worked fine for everyone else.

I can see the emails being sent to the email you entered. He will have to ask his email provider what they did with the email.
