I found this snippet to create links to documents in the File Manager with "unlocked" status. Docs with the "locked" status are still not downloadable unless your access through Members Download page.

Linking Directly to a a File in Content Area

In some cases it may be desirable to link directly to a file in the File Manager from a content section. The advantage is reducing the number of clicks required to download information. This will only work with documents that are in the Public Downloads area.

The procedure is the same for creating a text web link above. Use the following in the URL text box. Remember to replace the website URL (at the begining) and the file name (at the end) with your appropriate information.
www.YOUR_DOMAIN.COM/jdownload.cgi?action=download&path=PUT_YOUR_FILE_NAME_HERE.pdf
